Why does Google use WebP if it causes issues?

Google created WebP to make the internet faster. Images load sooner, improving browsing. The problem is desktop software (Photoshop, Word) has taken a decade to adapt to the format.

Is it safe to convert scanned documents here?

Will I lose quality converting?
